II. Organizational Context and Scope
IOM in South Sudan has a broad range of programming centered around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition and development. Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services. Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property Page issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.
The East and Horn of Africa (EHoA) region has the largest share of international migrants on the continent. Mobility in the region continues to be triggered by a combination of insecurity and conflict, harsh climatic conditions and public heath emergencies, in addition to socioeconomic drivers and more traditional seasonal factors. As of January 2021, there were 6.5m were internally displaced people in the region, in addition to an estimated 3.6m refugees and asylum seekers.
The region has four of the 10 countries on the continent with the largest number of immigrants (Uganda, Ethiopia, Kenya, South Sudan). Economic factors and demand for both high and low-skilled labour drive intra-regional migration to diversified economies, such as Kenya and Rwanda.
In addition, EHoA hosts seven of the 15 top intra-African mobility corridors used in both seasonal movements and in longer-term mixed migrations. These include the movement from South Sudan to Uganda, Somalia to Kenya, Somalia to Ethiopia, South Sudan to Ethiopia and Uganda to Kenya. However, many more citizens travel abroad, the majority as irregular migrants, often to countries of the Gulf Cooperation Council, Europe and further afield.
Regardless of the destination, migrants face many risks including life-threatening dangers such as drowning at sea, dehydration, starvation and diseases. This is because migrants often travel through the desert on foot without adequate assistance. Other risks include the possibility of being detained or trafficked. Women and children face more protection risks that encompass being forced to work without pay, and sexual abuse. Even when the return to their communities of origin, migrants often face stigma, especially when they have been repatriated.
II. Position Context and Scope
IOM South Sudan is seeking the services of a professional photographer and videographer (hereafter ‘the Consultant’) with experience in taking humanitarian work-oriented photographs and videos. The Consultant will photograph and video-graph preselected individuals (Labour Migrants) to be profiled for International Migrants Day.
These photographs and videos will form part of IOM’s portfolio and will be used for IOM and partner programming, and for use on IOM’s websites, social media accounts and will be shared with donors. The copy right for all photographs and videos remains with IOM South Sudan.
III. Deliverables:
Under the supervision of IOM’s Media and Communication Officer, the Consultant will be required to:
Photography
- Capture high resolution images
- Provide reportage-style photographs of preselected migrants capturing their environment in an unobtrusive fashion
- Edit, resize optimized images, for transmission
- Caption each photograph with specific details such as the location taken, name of the person, activity and any other relevant information
- Provide creative inputs to refine the concept to ensure that stories and corresponding pictures and video produced contribute to the project objectives
Videography
Produce a video, no longer than 5 minutes with subtitles profiling the preselected labour migrants in their workplaces. Can be determined depending on footage available.
IV. Required Qualifications and Experience
A degree, diploma or training in photography, photojournalism and videography with 3 years relevant experience
V. Experience
- Three years progressive experience as a photographer and videographer;
- Demonstrated experience of photography and videography for humanitarian-related work;
- Experience of photography and video postproduction;
- Previous experience of working with IOM, or other UN and international agencies;
- Ability to work in close coordination with other team members;
- Ability to effectively incorporate guidance provided;
- Efficiency, flexibility, high level of professionalism and ability to work under pressure and adhere to strict deadlines;
- The Consultant must own or be in possession of a high-resolution digital camera/equipment to use for this assignment
VI. Languages
Fluency in English is required.
Knowledge of Arabic is an advantage.
VII. Timeframe
Payment shall be made upon submission of deliverables as per the deliverables outline.
